Parliament adopts resolution on eCommerce platforms & EC requests information from SHEIN under the DSA

On 26 November, the European Parliament adopted a resolution addressing the proliferation of unsafe, illegal and illicit products sold on certain non-EU e-commerce platforms, following recent investigations in France involving SHEIN, Temu, AliExpress and Wish. On the same day, the European Commission issued a formal Request for Information (RFI) to SHEIN under the Digital Services Act (DSA).

On 20 October 2025, the revision of CBAM introduced under the Omnibus I package entered into force. The revised regulation is directly applicable. However, different provisions have different applicability dates.

On 23rd September Environment Commissioner Jessika Roswall announced that the entry into applicability of the EU Deforestation Regulation (EUDR) will be postponed by one year.

EDPB Guidelines on Interplay Between the DSA and GDPR

On 12th September, the European Data Protection Board (EDPB) adopted its first guidelines (see attached) on the interplay between the Digital Services Act (DSA) and the General Data Protection Regulation (GDPR). The guidelines clarify how the GDPR should be applied in the context of DSA obligations and aim to ensure a coherent and effective EU digital rulebook.

Developments on national sustainability reporting legislation

Two significant developments have recently taken place regarding national-level sustainability reporting legislation in Spain and Germany.

France’s new Environmental Cost label (aka Ecoscore) for textiles starts 1 October 2025

On the 4th of September France has formally announced the final texts for the textile environmental label, now officially called the Environmental Cost (formerly “Eco-Score”). Entry into force is 1st October 2025 for the voluntary phase and as of October 2026 third parties may calculate and publish your scores based on negative default values.

New ECHA CHEM update – regulatory data on chemicals now available

The European Chemicals Agency (ECHA) has expanded its ECHA CHEM database to now include regulatory data on chemicals. This important update provides greater visibility into EU authorities’ regulatory activities and their outcomes, supporting transparency and helping stakeholders like you to stay compliant.

Parliament approves Omnibus CBAM simplification

In early September, the European Parliament formally approved the compromise agreement on CBAM simplification with 617 votes in favour, 18 against and 19 abstentions.

Update on POP Regulation

The EU has implemented new listings agreed under the Stockholm Convention by adopting Commission Delegated Regulations that amend Annex I of the POPs Regulation (EU) 2019/1021. Following COP-12 (April–May 2025) decisions to list three chemicals/groups in Annex A (elimination), the Commission has created three “Have your say” entries to prepare the corresponding EU delegated acts.

Adoption of the Waste Framework Directive by the European Parliament

On 9th September, the European Parliament adopted the final text of the Waste Framework Directive targeted revision. As no additional amendments were submitted by the MEPs, the final text of the WFD is in line with the text approved by the Council back in June.
