The publication of the TLR revision has been postponed to March/April 2026 following concerns raised by the Regulatory Scrutiny Board.

The Regulatory Scrutiny Board (RSB) expressed concerns over certain aspects of the draft impact assessment (particularly regarding the potential impact of the TLR revision on recycling). As a result, a consultant has been asked to explore some aspects of the revision more thoroughly. The Commission has told us that the proposal publication is now expected in March/April 2026. The consultant study will be finalised in September, followed by a revised draft impact assessment that will be re-submitted to the RSB in November, with the aim of obtaining approval by December.
