PIC Regulation - Delegated Act amending list of industrial chemicals

The Commission has published a delegated regulation amending the lists of pesticides and industrial chemicals in Annexes I and V to the Regulation concerning the export and import of hazardous chemicals (PIC Regulation), including the addition of several UV stabilizers.
SUMMARY
The chemicals of particular relevance that have been added to Annex I are:
- UV stabilizers: UV-320, UV-327, UV-328 and UV-350
- Flame retardant: Dechlorane Plus
- Legacy pesticide-related substance: Methoxychlor
Their inclusion in Annex I may therefore have implications for supply chains, material sourcing, and export compliance requirements.
Moreover, it is noted that Dechlorane Plus, UV-328 and Methoxychlor, are excluded from the export ban under Annex V, Part I.

- The PIC Regulation establishes an international trade control system for certain hazardous chemicals based on the Prior Informed Consent (PIC) procedure under the Rotterdam Convention. Its objective is to ensure that importing countries are informed of, and provide consent to, the import of listed hazardous substances prior to export.
- Chemicals included in Part I of Annex I are subject to mandatory export notification requirements under the PIC Regulation. This gives rise to additional obligations for exporters, including notification to competent authorities and, where applicable, prior informed consent from importing countries.
NEXT STEP
The Regulation will enter into force 20 days after its publication in the Official Journal and will apply from 1 October 2026.
