Provisional agreement on Omnibus VI - CLP

SUMMARY

The Council and the European Parliament have reached a provisional agreement on the “Omnibus VI” package, introducing revisions to the Regulation on the classification, labelling and packaging of substances and mixtures (CLP).

The co-legislators introduced targeted amendments to simplify and modernise the CLP labelling framework while maintaining a high level of consumer protection, with the following key elements:

  • More flexible classification and labelling rules, including easier-to-read labels, wider use of digital labelling, and simplified advertising requirements aimed at reducing costs and complexity.
  • Label elements must remain clearly legible, with a minimum font size of 1.2 mm x-height for consumer products and 0.9 mm for packages not exceeding 125 ml.
  • For very small containers (10 ml or less), certain label elements, excluding hazard pictograms, may be provided via digital labelling, while ensuring full hazard information remains available on the outer packaging.
  • A 15-month deadline for re-labelling obligations, requiring updating labels when a more severe classification applies, replacing the previous “without undue delay” requirement.

NEXT STEPS

European Parliament and the Council mist now formally endorse the agreement.

Once adopted, it will enter into force 20 days after its publication in the Official Journal of the European Union.

Most parts of the revised regulation will be applicable by 1 January 2028, as stipulated by EP last year.
