The JRC published a report outlining the methodology for the definition of classes of performance (CoPs) and the contents of future ESPR labels in products. Members can find the report attached.

This report outlines a multi-step approach to select relevant product aspects and parameters appropriate for classes of performance (CoPs) under the ESPR, as well as methods to develop CoPs based on existing EU scoring systems (such as the Product Environmental Footprint). Additionally, the report discusses the information to be included in ESPR labels, alongside the interaction of the ESPR label with other EU labels (such as the EU Ecolabel and Energy label) and the Digital Product Passport. Finally, the report argues against the development of classes of technical performance, opting for a "sufficiency perspective" (defined in the report) and prioritising sustainable products over technically performing ones.
The report is structured into chapters:
- Chapter 3 provides a method to select the product aspects and parameters appropriate for classes of performance and to define/assess the best use of classes of performance;
- Chapter 4 discusses the improvement of the method to develop classes of environmental performance for the Product Environmental Footprint (PEF) score;
- Chapter 5 presents a method to develop classes of performance for circularity indicators;
- Chapter 6 explains the JRC's considerations on classes of technical performance, as well as the reason for their ultimate omission;
- Chapter 7 proposes a method to assess whether a label is useful for consumers and other economic actors, taking into account the interactions with other labels and with the Digital Product Passport;
- Chapter 8, finally, describes typologies of information to be potentially included on ESPR labels, including but not limited to classes of performance, and rationale for the various types of information.
As a whole, the work is intended to integrate ongoing efforts towards building a comprehensive methodology to support the setting of the ESPR requirements. FESI will reach out to the JRC in due time to better understand the implications with the outcome of the respective consultations.
