European Parliament adopts its final position on CLP Regulation revision

SUMMARY
With 540 votes in favour, 60 against and 45 abstentions, European Parliament has adopted yesterday its position on the “Simplification of certain requirements and procedures for chemical products” (Omnibus VI), which also introduces amendments to the Regulation on the classification, labelling and packaging of substances and mixtures (CLP).
BACKGROUND INFORMATION
This revision is part of the European Commission’s broader “Omnibus VI” simplification package, aimed at reducing administrative burden and compliance costs for industry.
Under the CLP framework, manufacturers, importers, and downstream users are required to classify substances and mixtures before placing them on the EU market, ensuring that chemicals are properly classified, labelled, and packaged so that hazards are clearly identified and communicated to users.
In this context, the revision introduces targeted adjustments, particularly to labelling requirements, with the aim of simplifying obligations while improving how hazard information is presented and understood, including:
- Ensuring labels remain clear and readable
- Opposing the removal of all mandatory text requirements
- Retaining the obligation to include a supplier’s telephone number
- Calling for an assessment of simplified labelling rules for small packaging (10–125 ml)
- Requiring hazard warnings, such as pictograms, in advertisements for hazardous substances
