The European Commission is preparing two implementing acts to support the implementation of the Packaging and Packaging Waste Regulation (PPWR).

• The first act will establish harmonised rules for calculating and verifying the recycled content of plastic packaging. It will introduce a common methodology to ensure the consistent application of the Regulation's recycled content requirements across the EU. By providing legal certainty for recyclers and packaging producers, it aims to encourage investment in recycling capacity and facilitate compliance with the PPWR.

• The second act will set out the conditions under which recycled plastic materials originating from non-EU countries may count towards the EU's recycled content targets. It will establish methodologies for assessing, verifying and certifying that plastic waste collected and recycled outside the EU complies with standards equivalent to those applicable within the Union.

Both implementing acts are expected to be adopted in the fourth quarter of 2026.
