SUMMARY

The European Commission is preparing an Implementing Decision on harmonised labelling requirements under the Packaging and Packaging Waste Regulation (PPWR). Adoption is currently expected in Q4 2026.

The initiative will establish common pictograms and detailed labelling specifications for packaging and waste receptacles across the EU, with the aim of ensuring consistent implementation across Member States.

The harmonised labels are intended to support consumers in correctly sorting packaging waste by clearly linking packaging to the appropriate waste receptacle.

The implementing rules are also expected to cover labels used to:

• identify reusable packaging and packaging covered by deposit return systems;
• indicate recycled and bio-based content, where relevant;
• ensure a common approach to packaging and waste-receptacle labelling across the Single Market.

The initiative will therefore provide the detailed specifications needed to operationalise the labelling requirements already established under the PPWR.

FESI will continue monitoring the development of the Implementing Decision.

Members will be informed once the draft or final Decision is made public, together with a more comprehensive assessment of the document.
