
Update on the extension to existing CMR restriction under REACH Annex XVII
Following policy information in the last policy newsletter (22.08.25) concerning the extension of the CMR restriction, an important correction/update has been issued.
After double checking it became clear that the extension only applies to substances and mixtures provided to the general public and not articles as initially mentioned.
A clarification on the new CMR update (adopted 8 Aug 2025):
- The update adds newly classified CMR substances to Annex XVII, Appendices 2, 4 and 6.
- Scope: Entries 28–30 cover substances and mixtures supplied to the general public. Articles (e.g. textiles/footwear) are not included in this amendment.
- The textile/footwear CMR restriction (Entry 72) remains unchanged.
- Application date: 1 September 2025 (aligned with CLP).
Action:
- If you place mixtures for consumers (adhesives, inks, coatings, etc.) on the market, check formulations against the new list and update SDS/labels as needed.
- For articles, continue to comply with Entry 72 as before.
