
Council endorses One Substance, One Assessment (OSOA) legislative package
We would like to inform you that today, the Council officially endorsed the One Substance, One Assessment (OSOA) legislative package—an important milestone in the EU’s ongoing efforts to modernise and streamline chemical safety assessments.
Key elements of the OSOA package include:
- Streamlined EU chemical assessments:
The new framework reduces the time between identifying potential risks and taking regulatory action, helping to better protect human health and the environment. - Improved quality and consistency across sectors:
Assessments for chemicals used in medical devices, toys, food, pesticides, biocides, and other areas will now follow a more coordinated and transparent process. - Strengthened EU knowledge base:
The legislation aims to enhance the early detection of emerging risks by improving access to high-quality data and scientific expertise. - Creation of a common chemicals data platform:
Managed by ECHA, this platform will integrate information from over 70 pieces of EU legislation and include a database of safer alternatives.
The platform must be fully operational within three years of the regulation's entry into force. - Clearer division of tasks among EU agencies:
The package allocates scientific and technical responsibilities more efficiently to avoid overlaps and improve coordination.
The three legislative acts will now be published in the EU Official Journal and will enter into force 20 days after publication.
