FESI Q&A on revised EU Deforestation Regulation following formal approval by both the European Parliament and Council.

Following formal approval of the compromise agreement on the revision and delay of the EU Deforestation Regulation by both the European Parliament and Council, and ahead of the upcoming publication of the revised EU Deforestation Regulation in the Official Journal of the EU, FESI are pleased to share a Q&A on the implementation of the EUDR, taking into account the latest changes approved by the co-legislators (attached). The Q&A focus is on explaining the step-by step obligations for different operators/traders in scope. MAIN CHANGES

As a reminder, the main changes approved are the following:

  • Delay: large operators and traders will now have to apply the regulation from 30 December 2026, and small operators (private individuals and micro or small enterprises) from 30 June 2027.
  • Simplification for downstream operators: the co-legislators agreed that responsibility for submitting a due diligence statement should fall to the businesses that are first to place a relevant product on the EU market, and not the operators and traders that subsequently commercialise it.
  • Simplification for micro and small primary operators: they will now only have to submit a one-off simplified declaration.
  • Review: by 30 April 2026, the Commission must present a report to assess the law’s impact and administrative burden, in particular for micro and small operators.

We expect the revised Regulation to be published in the Official Journal of the EU in the coming days. The Commission is also expected to revise its own official FAQ in the coming months.
