EU Trade Contact Group Summary of Discussions

We would like to inform you that FESI has recently concluded a collaboration agreement with Reed Smith to monitor developments within the EU Trade Contact Group (TCG).

As part of this collaboration, Philippe Heeren attended the latest TCG meeting (19 March 2026) on behalf of FESI.

Please find attached the first summary recap of the meeting . For your convenience, we highlight below some of the key topics discussed:

  • EU Customs Reform Package: nearing completion, with final adoption expected in autumn 2026 and gradual implementation to follow.
  • E-commerce measures: introduction of a EUR 3 flat duty on low-value consignments (up to EUR 150), updated product identifier rules, and strengthened controls to block non-compliant goods.
  • CBAM (Carbon Border Adjustment Mechanism): ongoing developments, with limited direct impact expected for sports goods and textiles at this stage, though members are encouraged to review product scope.
  • Other trade developments: progress on EU-India and EU-Mercosur negotiations, adoption of measures related to ports and industrial policy, and increasing reliance on non-preferential rules of origin.

As this is the first edition of this monitoring exercise, we would very much welcome your feedback, both on the content and the format of the summary, to ensure it best meets your expectations.
