PPWR: Commission exempts pallet wrapping and straps from 100% reuse rule

On 25 February, the European Commission adopted a Delegated Act under the Packaging and Packaging Waste Regulation (PPWR) exempting pallet wrapping and straps used to secure goods during transport from the 100% reuse requirement.

The PPWR had required these items to be fully reusable when used within a company or between companies in the same Member State. However, following stakeholder feedback and a Commission feasibility study, it was concluded that mandatory exclusive reuse in these cases could lead to disproportionate adaptation costs. The exemption does not affect the broader target: from 1 January 2030, at least 40% of transport and sales packaging must be reusable. Operators will therefore still need to meet the overall reuse objective, but without undue burdens linked to specific packaging components.
