
Council conclusions on sport & physical activity in education
SUMMARY :
- Last week, the Council (EU Member States) adopted new Conclusions promoting an integrated approach to sport and physical activity within the educational context.
- We’re happy to see that the Conclusions reflect several of FESI’s key policy asks, including the need for cross-sectoral collaboration, safe and inclusive sports infrastructures, and equal access to sport for all children and adolescents (more information below).
- While not legally binding, the Council Conclusions serve as a valuable catalyst for policy action by Member States and the European Commission—especially timely as Commissioner Micallef is preparing a long-term strategic document on the future of EU sport policy, expected by the end of 2026, to which these recommendations will significantly contribute.

Key recommendations from the Council’s Conclusions, aligned with FESI’s policy demands:
- Create conditions for children and adolescents to engage in sport and physical activity at least one hour per day
- Create conditions that enable all children and adolescents, including those with disabilities and other specific needs, as well as those who are the least physically active
- Strengthen cross-sectoral cooperation and develop partnerships between the areas of sport, education, youth, health and urban planning
- Provide support for initiatives aimed at constructing and modernising sports infrastructure, in particular in schools and in their surroundings, and purchasing sports equipment to increase access to safe and modern exercise venues for all children and adolescents
- Provide teachers and coaches with ongoing training and the tools they need to encourage children and adolescents to be physically active
- Highlight the importance of the Erasmus+ programme in the area of sport in promoting sporting activity

Next steps :
- Next year, the European Commission will review the Council Recommendation on Health-Enhancing Physical Activity and will present a new “EU Strategic Document on Sport.” The private sector will be involved through targeted consultations.
