This report outlines the methodology for defining minimum mandatory Green Public Procurement (GPP) requirements under the ESPR, which are foreseen to be established through Implementing Acts in the form of Technical Specifications (TS), Award Criteria (AC), Contract Performance Conditions (CPC), or targets.

The report presents an approach to assess the advisability, feasibility, market impacts, and appropriate design of mandatory GPP requirements, ensuring compliance with EU procurement directives and international obligations.

The proposed methodology includes steps to evaluate whether GPP requirements are appropriate for specific product groups, analyse their impact on competition and SMEs, define the most suitable type of requirement, and conduct scenario analyses using life-cycle costing. The work is intended to support the integration of these methods into updated guidance for future ESPR preparatory studies.
