
Parliament plenary approves Omnibus CBAM simplification
On Thursday, 22 May, the Parliament endorsed the Commission’s proposal on simplifying CBAM as part of the “Omnibus I” simplification package with 64 votes in favour, 20 against and with 12 abstentions.

- MEPs adopted only a few technical amendments for clarification purposes; the core provisions were adopted as originally proposed by the Commission in the Omnibus text.
- The key changes brought by the Omnibus concern the introduction of a new de minimis mass threshold of 50 tonnes,which would exempt 90% of importers (mainly small and medium-sized enterprises) who import only small quantities of CBAM goods.The proposal also simplifies the CBAM declarants’ authorisation process and emissions’ calculation.
NEXT STEPS
The CBAM Omnibus simplification proposal will now move to trilogues, the final stage of the legislative process where the Parliament and Council will have to find a compromise agreement. Please note that this vote only concerns changes to CBAM. The CSDDD/CSRD/Taxonomy Omnibus simplification proposal is still in its early discussion phases and is not expected to be voted in plenary until October 2025.
