Parliament rejects JURI committee proposal to start interinstitutional negotiations on Omnibus I

SUMMARY

On 22nd October 2025 the European Parliament rejected a proposal to begin interinstitutional negotiations (trilogues) on Omnibus I without first submitting the JURI Committee’s position to a plenary vote. The proposed position, endorsed by JURI on 13 October 2025, would have served as the Parliament’s mandate to start negotiations with the Council.

Despite a political agreement reached on 8 October 2025 between the EPP, S&D, and Renew groups in support of Rapporteur Warborn’s (EPP/SE) compromise position — and its subsequent endorsement by the JURI Committee on 13 October — the plenary voted to submit the position to a formal vote.

Much of the backlash centred on how the compromise position was reached. Rapporteur Warborn reportedly warned that, if the main centrist and left-leaning groups rejected his proposal, he would instead seek support from far-right groups.

The strongest opposition came from The Left, the Greens/EFA, PfE, ECR, and ESN. The proposal was rejected by 318 votes against, 309 in favour, and 34 abstentions, following a secret ballot.

After the vote, Warborn stated that he intends to continue working with S&D and Renew to advance the current position, noting that “the ball is now in S&D’s court.” He suggested that the defeat was due to some S&D MEPs not adhering to their group’s official stance.

NEXT STEPS

The European Parliament is expected to vote on the JURI position during the next plenary session on 12–13 November 2025. This will allow MEPs to submit and vote on new amendments to the text.
